ENCORA NATIONAL NETWORKS IN THE PICTURE

The past 15 months were a fruitful and busy period for the ENCORA partnership. Most of the services provided by the National Networks were fully operational and the European Coastal community made best use of them. More than 100 Young Professionals across Europe have traveled abroad and participated in international coastal events. But much more has been done and is planned again for the last year!!

History?
HISTORY?
The COASTAL WIKI got a tremendous push. Approximately 800 high quality information pages of which 400 articles were added and the coastal community is increasingly using the WIKI as dissemination e-tool for knowledge and experience. Two articles about ENCORA were published by GKSS as well as the realization of a Master course at the Ecology Center of the University of Kiel. National Networks also contributed to the bridging of science, policy and practice by (co)organising special events. The PoCoast coordinators have been invited to take part in several events of other working groups in the country and realized a more balanced membership between science, practice and policy. On top of that, new National Networks in Russia, Ukraine and North-Africa (Morocco, Tunisia and Algeria) joined the ENCORA family and also established their national websites. UkrNCORA even inserted a very glossy Picture Gallery on its National Website.

In addition, various services of the ENCORA platform were further developed. HENCORE registered an increase of 30% on the registered HENCORE members and managed to provide a live interview on a public TV channel about ENCORA.
National Networks also participated actively in major coastal events. During the Water Forum (Madrid 2007) Hispacosta tackled difficulties in the implementation of the Directive in areas in which fresh and salt water join together; a BeNCoRe conference has given room for the role of GIS within ICZM in the Second BeNCoRe Conference on GIS and Coastal and Marine Research and Management (May 2008, Leuven)

Clearly, ENCORA has started to show its true capacities and its potential impact to the vast European coastal community during the recent period: some of the RIC members joined in a National Research Project (PRIN) on Coastal Flooding; ICoNet had the honour to explore ICZM in its largest definition: delegates talked about more than just Coastal planning but also included in their discussions topics such as management, heritage, industry and communication; INET took the opportunity to discuss with a local member of Parliament during the ICZM Conference in April.



WHAT IS IN IT FOR 2008?
As the ENCORA project has entered its final year, the expectations for a continuation of the platform beyond 2009 are high. During the remaining months, ENCORA will continue to offer and improve its core services. The YPEP program is expected to continue its successful journey and to provide networking opportunities for young professionals. For this reason, more than 10 coastal related events are scheduled to be organized by the National Networks. Think of: Marine Invasive Species at the Brorfelde observatory (September 2008, DANCORE) and workshops which tackle specifically Climate Change within ICZM: Science and Global Change seminar (July 2008, Hispacosta); ICZM in a Climate Change Perspective (June 2008, INET).

National Networks and the ENCORA platform are expected to expand further, contributing to the implementation of ICZM in Europe. In this case, special attention is given to the balance between scientists, practitioners and policy makers by RIC, PoCoast and Hispacosta.
And there are more workshops! Dancore, ENCORA-nl and GKSS seem to hit the number of workshops to be organized harder then ever. We find them among others during the Wadden Sea meeting on Water Quality (October 2008, Schiermonnikoog) and Marine Planning of the North Sea (November 2008)


…AND FOR THE FUTURE…?
As for the future, the National Networks are currently in discussions for securing support and funds that will allow their operation after the ENCORA project expires. Merging with similar structures on a national level such as with EUCC branches seems a promising option for the future, but the question remains: Merging or still Searching? GKSS is seeking to merge with EUCC-Germany to continue the networking services; INET and EUCC Poland are also talking about details to elaborate on a future merger.

And then, to have some food for thought, let’s not forget about: Language noises…
- UkrNCORA will create the second multilingual (English, Russian, Ukrainian) version of the ENCORA national website in order to reach the broadest ICZM community possible.
- The Coastal Wiki has merely seen the light and already has a sister: Wiki Côtier within the francophone countries, hosted by the RFRC.


During the ENCORA Follow-up Start Event at Littoral 2008 in November, the new initiative towards a European Coastal Platform, the successor of ENCORA, will be inaugurated and will provide the opportunity to improve further services and knowledge sharing for the EU ICZM communities.  Belgium: BENCORE

BeNCoRe, the Belgian Network for Coastal Research established in 2006-2007 is a national network bringing together 62 institutes on coastal and marine research. BeNCoRe aims at stimulating and facilitating knowledge exchange between network participants both at national and European level. Most important bottlenecks to be addressed are fragmentation of the coastal communities, communication between science, practice and policy within and between the different regions and lack of multidisciplinary approaches.

BeNCoRe is managed by a coordinator, a secretariat and the BeNCoRe Bureau. The latter executes the daily management of the BeNCoRe network and includes marine scientists and policy makers from both regions and the federal level. Ten Network Ambassadors fulfil the role of key contact persons of the Network. Main activities of the BeNCoRe network include the organisation of national conferences to improve communication between marine science, practice and policy and the implementation of the BeNCoRe Travel Grants Programme to increase the mobility of young researchers: coastal researchers, practitioners and decision makers wishing to attend ICZM and Coastal Research related events organised across Europe may apply for funding to cover their travel, accommodation and registration costs.

During the First BeNCoRe Conference (2007), an introduction and state of the art of the Belgian Coastal Research was presented on ten coastal thematic issues related to Coastal Engineering and Observation Techniques, the Natural System, Integrated Coastal Zone Management and Marine and Coastal Spatial Planning. Outcomes of the conference were communicated to the Green Paper on a Maritime Policy, which had a considerable impact on the future European policy. The Second BeNCoRe Conference (2008) on Geographical Information Systems (GIS) in Coastal and Marine Research and Management provides the opportunity to discuss future developments and new perspectives in the field of Coastal and Marine GIS. During this one-day event, case studies related to submarine mapping systems, Coastal remote sensing techniques and the development of Coastal and Marine Atlases will be presented.

For 2008 we hope to increase the communication between network partners and increase the visibility of the Network. It is our hope that we can continue the Network after European Funding and that we can continue cooperating with other European Countries under the framework of ENCORA.

Currently, DANCORE has 165 individual members from 55 different companies and institutions with an even distribution between science, policy and practice.

2007 Activities:
• DANCORE and SENCORE jointly organised and hosted a 2-day coastal seminar on 2-3 May in Malmö and Copenhagen, respectively.
• DANCORE organised and hosted a YPEP seminar on Coastal Zone Management on 11-13 September with the participation of 15 young professionals from Russia, Italy, Germany and Denmark. Both events were very successful.
• DANCORE put quite some effort into organising and hosting the 2nd ENCORA Annual Meeting on 6-8 February in Copenhagen this year.
• DANCORE contributed significantly to the Coastal Wiki by providing 35 articles within Theme 5 and Theme 6.
• Information on DANCORE and ENCORA was disseminated at various national coastal related events.

2008 Activities:
• Baltic Workshop
On 2-5 June 2008, the Polish network will host the workshop “ICZM in a Climate Change Perspective - Important Issues for the Baltic Sea” in Lubiatowo in Poland together with the Danish, Swedish and German networks.
• YPEP Seminar
On 1-3 September 2008 DANCORE will host a YPEP seminar on Marine Invasive Species at the Brorfelde observatory in Denmark.
• Meet & Greet Day
On 9 October 2008 DANCORE will host a national Meet & Greet event at the University of Copenhagen during which the future of DANCORE will be discussed.
• Littoral 2008 + ENCORA Final Event
On 25-28 November 2008 DANCORE will participate in Littoral 2008 and the ENCORA Final Event in Venice, Italy.

DANCORE has already had preliminary discussions with the EUCC regarding a possible merger and the future of DANCORE is currently being discussed within the Danish Steering Committee.

Summary of the achievements of 2007
Last year EncoraNL and NCK have organised a theme day with the subject “Nourishments at the North Sea coast”. It was a well-visited meeting at which we did not only talk about the technical and morphological aspects of nourishments, but also about “other” aspect that have to do with nourishments. The objective of this meeting was dissemination of knowledge and information between all the disciplines, which was reached perfectly during this day at the beach.
Furthermore EncoraNL organised a workshop on Wadden Sea Environments in collaboration with Encora Germany. It was held in Klappholttal on Sylt, Germany from 29th-31st October 2007. The workshop aimed to bridge the gap between decision-making, science and practice. The topics of the workshop were coastal protection and restoration measures against the background of climate change and the consequences for the Wadden Sea environment, with a focus on the planning perspective (20-30 years), while keeping in mind the expected long term development (100 years).

An outlook for the activities of this year
In the coming year EncoraNL will organise a number of workshops. Trough a careful selection of invitees we will make sure that all three categories (scientists, politicians and practitioners) will attend the workshops. The first workshop will be held in June, and the subject will be the Westerschelde, focused on sediments and ecology. In the beginning of October we will organise a 3-day workshop about the Wadden Sea at the island Schiermonnikoog. This workshop will be a follow-up of the one held in October last year at Sylt, and it will be organised in association with Encora Germany and Dancore. This workshop will have its focus on water quality and European regulation, such as the Water Framework Directive and Natura2000. In November there will be a workshop about Marine Planning of the North Sea. Al these activities will be organised in close collaboration with NCK, and off course YPEP’s can join.
In addition to the workshops the EncoraNL website will be kept up to date, and we will make sure the EncoraNL network will be well informed about all Encora activities throughout the year.






 France: RFRC

The dissemination of knowledge depends heavily on the language in which documentation is available.
The drafting of articles in English alone is therefore a brake on their appropriation by non-English speakers.
Moreover, it is easier for an English speaking person to publish in its native language, so that this can lead to an over-representation of Anglo-Saxon experiences in the documentation, dissemination of other approaches remaining more limited because of an insufficient fluency in English .
Finally, if the scientific community has adopted the English language in its daily work, it is not the same for local actors and policy makers who may therefore be unable to access to the available knowledge.
That is why the French Network for Coastal Research (RFRC) began to develop a French coastal Wiki.
This initiative has been welcomed by the Nafcoast network (North Africa) as well as partners in Quebec, because a common language can show moreover a common culture or common approaches.
However, this French coastal Wiki is not supposed to remain isolated: it is intended to build bridges by translating into English or French a number of articles.






 Spain: HISPACOSTA

2007-2008
Over the last year, Hispacosta has focused its efforts on increasing the number of member institutes and individual participants, through mailings and participation in several workshops and conferences within the Spanish territory. Dissemination of ENCORA activities has also been carried out providing leaflets, brochures, and Coastal Wiki specific material. To help “bridge the gap” between policy and practice, Hispacosta organized the Water Forum (Madrid 2007) in which practitioners, administrators, policy makers and consultants working on the WFD were invited to discuss difficulties in the implementation of the Directive, especially in areas in which fresh and salt water join together. Promoting coastal science global change related research and practices amongst young professionals was another of our main objectives, for which Hispacosta provided 5 YPEP grants to participate in different ENCORA and related ICZM EU projects.

2008-2009
For this coming year, Hispacosta would like to increase membership through website related activities, including more policy makers and NGOs. To do this, we must improve services offered by ENCORA through the website to encourage active participation from members. New functionalities are also being added to the Hispacosta website, to increase the number of visits, by changing the structure, localization of tools and including interviews of relevant coastal stakeholders, which are of interest to our members. We also aim to disseminate the ENCORA message to a larger number of coastal professionals, increasing partnerships between practioners. Hispacosta is currently organizing a Coastal Science and Global Change seminar in July 2008 to be held in Spanish but to which any ENCORA member can assist. The continuation of Hispacosta is also a relevant item for this last year of the project. The Hispacosta team is actively seeking new means to maintain the network after the finalisation of ENCORA.

In April 2007, the Irish Coastal Network (ICoNet) held a national coastal conference – the first of its kind in over ten years. This landmark event brought together coastal practitioners, policy makers and researchers to consider and discuss contemporary issues facing the Irish coastline. Coastal planning and management, heritage, industry, and communication were just some of the topics addressed over the course of two-day conference, with the 160+ delegates also given opportunity to pose questions and engage in plenary discussions. Overall the conference was a resounding success in providing an opportunity for networking, and stimulating the whole debate around the sustainable development of Ireland’s coast.

Following the success of the 2007, ICoNet collaborated with the Northern Ireland Coastal and Marine Forum (NICMF) to host an all-island conference in April of this year. The conference - “Planning Challenges and Opportunities for Ireland’s Coast” - focused on the emerging role of marine spatial planning in the regulation of human activities and interactions; this was examined from European, national and local perspectives, as well as from the viewpoints of different thematic areas. Preliminary plans have already been made for the 3rd Irish Coastal Network conference scheduled to take place in 2009. Other activities that will form the focus of ICoNet activities in 2008 include: continued representation of ICoNet / ENCORA at conference, seminar and workshop events; promoting further uptake of the YPEP, including the organisation of a YPEP event on ‘Engineering Response to Climate Change: Flooding and Coastal Erosion’; consolidating participation within the network; and, progress working relationships with the recently instituted statutory organisations responsible for coastal management and planning in Ireland.

Achievements German Coastal Network in 2007
With almost 150 registered members, ENCORA has achieved a sound basis in the German coastal community. By attending meetings and conferences of specialized groups within the coastal community (coastal engineers, spatial planners, national coastal authorities and research institutions) information about ENCORA and its services was disseminated. Many new members were acquired this way. In 2007, 11 oral presentations by the NCO were given at such occasions, and 2 articles about ENCORA were published.
The cooperation with EUCC-Germany is close, many joint meetings took place in 2007. In addition, the contact with DGM and LOICZ was established.
The national website is with an average of almost 400 visits per months a widely appreciated source of information in the German coastal community.
Besides the individual invitations, numerous authors for the Coastal and Marine Wiki were recruited by the following two activities: a) an internal review report on research activities and achievements at the Institute for Coastal Research at GKSS Research Centre was approved to be converted into individual Wiki articles, and b) in cooperation with the ICZM Master course at the Ecology Center of the University of Kiel, the opportunity was given to the students to present their seminar work as a Wiki article which was highly accepted.


Outlook and Perspective for 2008 and thereafter
In 2008, two important workshops will be co-organised with other European ENCORA partners, covering both coastal regions of Germany: a) in cooperation with ENCORA-PL, DANCORE, and SENCORE a workshop on the impacts of climate change on the Baltic Sea to be held in June is under preparation, and b) together with ENCORA-NL and DANCORE a workshop on the water quality issue in the Wadden Sea within the frame of the WFD implementation is organised. By both events we intend to strengthen the regional and transnational cooperation with other European coastal networks.
For the final ENCORA event at the Littoral 2008 conference in Venice, we prepare in close cooperation with EUCC-Germany a national concept for the follow-up of the ENCORA services at the national level after the project period, which is embedded in the international concept elaborated by the international follow-up team.
The main emphasis of activities preparing the follow-up beyond 2008 will be on the merging with EUCC-Germany. We intend to maintain the portal-based ENCORA services that are mostly appreciated by the German coastal community: the Coastal and Marine Wiki, and the contact and project data base. Both should be better inter-linked among the two servers of VLIZ and EUCC-Germany. Regarding the several search tools provided on the ENCORA portal, it is too early for any feedback from the network. The continuation of the Young Professional Exchange Program depends on a perspective for external financial support.

Between 2nd and 4th April 3rd all-Polish ICZM Conference was organized by the Institute of Marine Sciences of the Univ. of Szczecin (NN member) in Niechorze ( a coastal village located 70 km NE from Szczecin with 3,500 permanent inhabitants and 100,000 tourists everyday in July-August). The Conference was a forum where scientists, managers and policymakers exchanged their views and expectations regarding the implementation of ICZM in Poland. Among participants were representatives of ENCORA PL member institutions (IBW PAN, Universities of Szczecin and Gdańsk, Maritime Office in Gdynia, Maritime Institute in Gdańsk,) as well as institutions not affiliated to it, e.g. Maritime Offices in Słupsk and Szczecin, Union of Coastal Towns and Districts in Poland, Technical Universities of Szczecin and Koszalin, Regional Board for Water Management in Szczecin, Institute of Meteorology and Water Management. Importantly, there were also many participants representing some 20 coastal boroughs and districts, which means that ICZM is becoming to reach to the bottom level of implementation of ICZM methodology in Polnd. The Conference was also attended by a local member of Parliament (from Niechorze constituency), who promised to foster ICZM in the Parliament.
Plenary sessions consisted of a number of presentations (20 plus), which were often triggering spontaneous discussions on various ICZM problems. For example the borough leader of Niechorze fiercely advocated groins as coastal protection measure of highly erosive beach segment near Niechorze that brings most income to this community. He was countered by numerous scientists and managers, who were in favor of intensive beach nourishment. As a result, the leader expressed his enhanced concern as regards soft coastal protection and weak belief in the competence of scientists by saying ‘the nourishment was done in autumn and now one third of sediment is gone; it would not have happened if we had had groins’. In response one of the managers from Maritime Office in Gdynia told a story about the history of beach nourishment along the Hel Peninsula insisting that ‘first nourishments (there) were also disappearing fast but currently annual replenishments are not as big as they used to be – we simply have sediment in the system now and the beach remains stable’. In this way a consensus base was reached and the Conference chairman - Prof. Furmańczyk (NN Ambassador) summarized this fact as real life ICZM implementation exercise.
The NN Coordinator delivered a presentation on ENCORA services and was invited by the Vice-Rector of the University of Gdańsk of to prepare a presentation especially dedicated to Coastal Wiki and deliver it for the staff of the University’s Institute of Oceanography. This will be implemented later in April-May. The most important event for the future of ENCORA services in PL was the general meeting of EUCC Poland was held before the Conference. At that meeting the NN Coordinator proposed incorporation of ENCORA PL into EUCC Poland after the expiry of EU funding. This proposal won an approval; details will be elaborated later this year. Ultimately, EUCC Poland and ENCORA PL will apply to provide further funding of ENCORA services through INTERREG schemes.

Second year achievements
RIC (the Italian network for Coastal Research) during the second year of ENCORA made many improvements and became much more popular among the national coastal community by the advertisement and dissemination of the network activities through e-mails, newsletter, leaflet and website. The latter, always updated, proved to be a valuable tool able to facilitate coordination and cooperation between network participants and to present and create broader dissemination about the network activities both at national and European levels.
People interested in participating to the network activities can apply and register directly from the website: up to now about 130 individuals, from different disciplines of coastal zones, and 14 member-institutes form the network. During the second year many young professionals joined RIC, firstly attracted by the YPEP (Young Professional Exchange Programme) activities. Thorough this programme, RIC funded 5 young professionals and co-organized an YPEP event held in Marina di Massa during September 2007: Short course on shore protection strategies. RIC also organized a National meeting with the presentation of the scientific activity of all members in order to promote the process of knowledge and experience exchange.
RIC always supports National members in the creation of consortium; in particular during the second year some RIC members joined in a National Research Project (PRIN) on Coastal Flooding.

Prospect/actions 2008
Since most of the national members are research institutions, RIC primary objective for next year is to enlarge and balance the ENCORA community through involving more practitioners and policy makers.
Next year the young professionals participation will be larger since we already received 10 funding requests. RIC will also support a national YPEP event: International Short Course and Workshop on Applied Coastal Research, that will be held from 2 to 4 June 2008 in Lecce.
A National meeting will be organized during the last year with the principal aim to discuss RIC follow-up after EU funding.

2007 MAJOR ACHIEVEMENTS
During the second year of the ENCORA project, the Hellenic Network on Coastal Research has shown a remarkable progress towards the implementation of the ENCORA objectives. A leading development was the realization of the YPEP service in Greece. 10 young professionals from Greece where given a travel grant to attend an international coastal-related event abroad and to create synergies and cooperation initiatives with colleagues of their filed of expertise. In addition, the Greek network has developed its contact database in the ENCORA PORTAL where currently information on 108 persons, 29 institutes and 66 projects from HENCORE is uploaded. Furthermore, the Greek network has continued to implement its advertising campaign through the distribution of informational material and presentations about HENCORE/ENCORA at national and international events. As a result, an increase by 30% on the registered HENCORE members has been achieved during 2007. The Greek network has also supported the COSTA DAY initiative in Greece by organizing a press conference on ICZM and by providing a live interview on a public TV channel.

2008 OUTLOOK
As the ENCORA project is entering its final year, HENCORE will continue to support the YPEP service in Greece by providing as many travel grants as possible to young professionals. Moreover, the - continuously updated – website of the Hellenic Network is planned to be operational after the expiration of the project and discussions towards this objective are ongoing. In addition, a new leaflet about HENCORE/ENCORA is under development and will be distributed to HENCORE members as well as in major national events the following months as part of the scheduled dissemination/informational policy of the network. A national meeting is also scheduled to discuss possible ways of continuation of the Network after ENCORA.

Achievements 2007
The main effort of SENCORE has been devoted to the management of the flow of information to and from the SENCORE members and between SENCORE and ENCORA. SENCORE arranged a joint Meet and Greet event together with the Danish DANCORE network 2-3 May. Co-arranged meeting 24-25 October with Erosionsskadecentrum, the Swedish Coastal Authority and the city of Malmoe. Co-arranged MUT07, a national meeting on Underwater Monitoring Techniques in cooperation with The Department of Engineering Geology at Lund University and Swedish Defence Research Agency 27-28 November. The SENCORE NCO attended 15 national meetings where SENCORE and ENCORA were promoted.

Outlook for Activities for 2008
SENCORE will continue to act as an active member within the Swedish coastal community. This will include the communication of professional issues within the network but also to take responsibility as a facilitator between the network and the broader public. It is our ambition that we will be able to continue to grow as a network. Also, SENCORE will maintain its role as a link between coastal researchers, practitioners, and policy makers in Sweden and their respective colleagues in other countries in Europe. It is our hope that we can continue to arrange joint meetings between Sweden and other countries in Europe.

As most of the other national networks of ENCORA, PoCoast was set-up in the year 2004, since then the network has developed and matured.

The last year, 2007, has been a good one for PoCoast. In addition to the enhancement of the website and the production of a flyer for better dissemination, PoCoast coordinators have been invited to take part in several events of other working groups. Further, a moderated e-mail list, PoCoast list, was set up following the functioning principles of the well-known Coastal List. It has currently over 500 enrolled Portuguese coastal practitioners enabling a broader dissemination of among others job announcements, conference calls-for-papers, and information requests.
Another important achievement of 2007 was a more balanced membership between science, practice and policy.

For 2008 and forthcoming years, PoCoast wants to increase membership considerably. Nevertheless, PoCoast strategy of growth will focus on maintaining the quality of membership, the synergy of members and the engagement in network activity.

To live up to these goals PoCoast will further promote cartel and merger meetings at the national level, and produce relevant guidance for the implementation of coastal zone management (e.g. National SoA Reports, translation of “Living with Coastal Erosion in Europe – Sediment and Space for Sustainability” complete reference in Portuguese: Viver com a erosão costeira na Europa – Sedimentos e espaço para a sustentabilidade. Summary of UkrNCORA Achievements 2007

UkrNCORA activity was mainly focused on drawing attention of Ukrainian coastal scientists and practitioners to the project. NCO informed possible partners by emails, by phone and through UkrNCORA website that was created and permanently updated. NCO attended central ENCORA workshop; relevant conferences and seminars. Dissemination at the local level also took place through verbal communication and display material. The UkrNCORA activity was mainly directed to provide exchange of information concerned coastal zones among UkrNCORA members and between UkrNCORA and ENCORA.

Summary of UkrNCORA Outlook for Activities for 2008
UkrNCORA is going to create the second multilingual (English, Russian, Ukrainian) version of the website in order to involve as many participants as possible. UkrNCORA should also find National and Thematic Ambassadors able to give the most adequate answer and satisfy information requests. UkrNCORA will continue to distribute information on conferences and other events in framework of ENCORA paying particular attention to the community of young scientists of Ukraine. We will try to attract as many young scientists as we can to participation in conferences and other events in framework of ENCORA. The Ukrainian NCO is planning to hold the Seminar on the Black Sea and the Sea of Azov Coastal Zones in June 2008. The event will be of a specific interest for researches from Ukraine, Russia and other Black Sea countries.
